The Problem

Beginning in 2017, Kentucky lawyer W. Bryan Hubbard held key state leadership roles, overseeing initiatives at the Mine Safety Review Commission, Department for Income Support, and Office of Medicaid Fraud & Abuse. Most recently, he led the Kentucky Opioid Abatement Advisory Commission, overseeing the allocation of $842 million in opioid settlement funds.

Praised for his integrity, Bryan brought ibogaine—an alternative opioid addiction treatment—to the forefront, with 60% public support behind him. His efforts were on the verge of success—until, just weeks before fruition, he was forced to resign at the end of 2023.

Why—and how—did this happen?

The Project

Reveille’s corporate intelligence collectors focused on four entities to explore possible conflicts of interest: Big Pharma’s opioid use disorder (OUD) sector, the University of Kentucky’s OUD researchers, and the Governor and Attorney General of Kentucky.

  • Reveille’s open-source intelligence (OSINT) analysts painstakingly collected over $40 million in political donations to Governor Beshear and Attorney General Coleman, auditing 20,000+ donors for signs of conflicts of interest.
  • Then, we analyzed public records to trace consulting payments to University of Kentucky principal investigators and assessed how financial ties could influence policy recommendations.
  • This led to researching corporate acquisitions and partnerships in the opioid use disorder (OUD) sector. Our analysts identified key players who stood to lose the most from ibogaine’s rise.
  • We also investigated OUD lobbying efforts and legal representation in Kentucky, frequently uncovering ties to firms where the Governor and Attorney General were former partners.
  • Once finalized, Reveille partnered with media outlets, podcasters, and key allies to drive national awareness and accountability through strategic public relations and influence efforts.

One of the nation’s busiest cities needed to quantify pedestrian movement between its iconic destinations to assess the viability of a multi-location day pass. Accurate data would allow them to forecast revenue potential and traffic volume.

However, their internal systems lacked cross-location communication and had inconsistent data gaps, making it impossible to generate reliable insights. They needed an external, data-driven solution—which is when they turned to Reveille.

The Project

To solve the challenge, Reveille sourced and analyzed a full year of location data to measure seasonal traffic variations, then developed a custom dashboard for seamless internal access.

  • We identified and vetted multiple data vendors to secure the exact dataset needed, negotiated a bulk data purchase, and coordinated the transfer of terabytes (TB) of anonymized location data.
  • Our team, led by Reveille’s Data Scientist, processed and structured over 38 billion cells of Excel data into a unified pedestrian traffic database spanning an entire year.
  • Knowing that raw data in Excel was impractical for the client, we developed a custom data visualizer to allow interactive querying and real-time analysis.
  • This visual dashboard provided the client with clear, actionable insights into how residents and tourists engage with historical sites, enabling them to make informed decisions with confidence.

  • Our custom dashboard and visualizer generated detailed reports and interactive map overlays in a handful of seconds per query, making it an efficient, practical tool for the client’s team.
